Non-DOJ Individuals Sentenced for Fraudulent Activities in Connection with an Effort to Receive September 11th Victim Compensation Funds, Which are Administered by DOJ

On September 13, 2024, a non-DOJ individual was sentenced to 12 months of probation for one count of Unlawful Display of Red Cross Insignia, and on September 18, 2024, another non-DOJ individual was sentenced to 36 months of probation for one count of Conspiracy to Commit Wire Fraud. Latoya Bullock and Pierre Dominique were sentenced in the Middle District of North Carolina. According to the factual statements in support of the guilty pleas, between on or about December 2019 and on or about October 2022, Dominique misrepresented himself in an attempt to defraud the September 11th Victims Compensation Fund (VCF). Further, according to the factual statements in support of the guilty pleas, on or about January 15, 2020, Bullock created a fake letter using the Red Cross insignia which falsely stated that Dominique had volunteered for the Red Cross, in order to assist Dominique with his efforts to defraud the VCF. The VCF is administered by DOJ. This investigation was conducted by the OIG’s Fraud Detection Office; forensic assistance was provided by the OIG's Cyber Investigations Office.
