Non-DOJ Individuals Indicted and Arrested for Conspiracy to Commit Wire Fraud For Purpose of Receiving September 11th Victim Compensation Funds, Which Are Administered by DOJ

On November 30, 2023, two non-DOJ individual were arrested following an indictment charging them with conspiracy to commit wire fraud.  Pierre Dominique and LaToya Bullock were indicted in the Middle District of North Carolina.  According to the Indictment, from in or about November 2019 through in or about October 2022, Dominique and Bullock conspired with each other and other persons to commit wire fraud by sending fraudulent applications for September 11th Victims Compensation Fund (VCF) benefits through interstate commerce.  The VCF is administered by DOJ.  This investigation is being conducted by the OIG’s Fraud Detection Office with forensic assistance from the Cyber Investigations Office.
