On March 13, 2025, an inmate incarcerated at the Federal Medical Center Devens (FMC Devens) in Massachusetts, was arrested following a criminal complaint charging him with one count of conspiracy to distribute a synthetic cannabinoid known as “K2.” Raymond Gaines was charged in the District of Massachusetts. According to the Criminal Complaint, on or about August 18, 2024, Gaines’s fiancé, Tasha Hammock, was observed by BOP staff surreptitiously passing K2-laced papers to Gaines, which he pocketed in his waistband. In addition, Hammock allegedly handled money connected to the distribution of K2 to Gaines in FMC Devens and allegedly received K2 at her residence for distribution into the prison. Hammock, an employee of the Massachusetts Department of Environmental Protection, was arrested on March 4, 2025. The investigation is being conducted by the OIG’s Boston Office and the FBI.
