Former Prison Guard Pleads Guilty to Sexually Abusing Inmates

On March 3, 2025, a former BOP Correctional Officer previously assigned to the Federal Detention Center in Honolulu, Hawaii, pleaded guilty to six counts of sexual abuse of a ward. According to the factual statement in support of the guilty plea, Mikael Rivera engaged in multiple sexual acts with one inmate using threats and engaged in sexually abusive conduct with two additional inmates under his custodial, supervisory, and disciplinary authority from in or about April 2017 through in or about May 2018. The investigation is being conducted by the OIG’s San Diego Locale with operational assistance from the FBI Honolulu Field Office; forensic assistance was provided by the OIG’s Cyber Investigations Office.
