On November 15, 2024, a former DEA Task Force Officer (TFO), formerly assigned to the DEA Miami Field Office. was arrested following an indictment charging him with Conspiracy to Bribe a Public Official, Bribery, Wire Fraud, and Perjury. Edwin Pagan, of the Coral Gables Police Department, was charged in the Southern District of New York. According to the Indictment, from in or about October 2018 through in or about January 2020, Pagan, together with others, paid and assisted in paying bribes to a former DEA agent. Pagan allegedly acted as an intermediary for tens of thousands of dollars in bribes paid to the former DEA agent, to conceal direct links between the bribe payors and the bribe payments. Pagan and others allegedly provided things of value to the agent, in exchange for the agent sharing nonpublic, confidential DEA information, including information about sealed indictments, forthcoming arrests, investigations, and the results of DEA database searches, to a private investigator and a former DEA supervisor so that the investigator could use that information to recruit and represent criminal defendants, including targets of DEA investigations. Additionally, according to the Indictment, on or about November 6, 2023, Pagan made false statements while testifying under oath in a federal criminal trial regarding bribe payments to the DEA agent. The investigation was conducted by the OIG’s Atlanta Office and the FBI.
