December 3, 2024, a former BOP Correctional Officer assigned to the Federal Detention Center in Honolulu, Hawaii, was arrested based on a bench warrant issued after his failure to appear for a pre-trial hearing. Mikael Rivera was arrested in the District of Hawaii. Rivera has been remanded and a new trial date is pending. Rivera was previously arrested on January 25, 2023, following an indictment charging him with six counts of sexual abuse and seven counts of sexual abuse of a ward. According to the Indictment, from in or about April 2017 through in or about May 2018, Rivera engaged in multiple sexual acts with one inmate using threats and engaged in sexually abusive conduct with two additional inmates who were at the time in official detention and under his custodial, supervisory, and disciplinary authority. The investigation is being conducted by the OIG’s San Diego Locale with assistance from the FBI Honolulu Field Office; forensic assistance is being provided by the OIG’s Cyber Investigations Office.
