Civil Complaint Filed Against a Former DOJ Contractor

On April 23, 2025, the Department of Justice filed a Civil Complaint against Jack Kidd and Arapaho Communications, LP for violations of the False Claims Act in connection with a contract to provide natural gas at United States Penitentiary (USP) Canaan, Waymart, Pennsylvania. According to the Civil Complaint, from in or about December 2010 through in or about November 2017, Kidd and Arapaho Communications, LP knowingly submitted inflated invoices that misrepresented the volume of natural gas delivered to USP Canaan. As part of his guilty plea in a related criminal case, Kidd admitted that he acted with specific intent to defraud the Bureau of Prisons (BOP) and overbilled the BOP $4,213,061 during the period from October 2016 through November 2017. The investigation was conducted by the OIG’s Fraud Detection Office with assistance from the OIG’s El Paso Office and Cyber Investigations Office.
