On October 9, 2024, a BOP Correctional Officer assigned to the United States Penitentiary Hazleton (USP Hazelton) in West Virginia, was arrested following a Criminal Complaint charging him with one count of attempting to corruptly persuade another person to prevent testimony in an official proceeding and for violating the terms of his pretrial release. Robert David Sims was arrested in the Northern District of West Virginia. According to the Criminal Complaint, from on or about May 1, 2023, through on or about September 23, 2024, Sims knowingly used intimidation threats, and/or corrupt persuasion in an effort to persuade BOP Correctional Officer Joshua David Sines, a co-defendant in a May 2, 2023, Indictment for one count of deprivation of the rights of an inmate under color of law and one count of assault of an inmate resulting in serious bodily injury, from truthfully testifying in the ongoing OIG investigation and criminal proceedings. Further, according to the complaint, Sims met multiple times with Sines in violation of their conditions of pretrial release. The investigation is being conducted by the OIG's Mid-Atlantic Region.
