Program Analyst

Program Analysts in the Evaluation & Inspections Division assess the management and effectiveness of essential Department of Justice (DOJ) operations and programs, including in the FBI, Drug Enforcement Administration, Federal Bureau of Prisons, U.S. Marshals Service, and the Bureau of Alcohol, Tobacco, Firearms and Explosives. Program Analysts’ work is complex, multidisciplinary, and results oriented.

Program Analysts work in teams to quickly develop a clear understanding of the programs and operations being reviewed or inspected and analyze them to identify needed improvements. They then prepare comprehensive reports and other products that may include recommendations for actions that DOJ managers can take to improve the program’s achievement of its intended purposes, thereby enhancing taxpayer value.

The Evaluation & Inspections Division seeks Program Analysts with strong analytical, writing, research, and data analysis software skills. Program Analysts have a bachelor’s or master’s degree and high academic achievement. Education and experience in quantitative and qualitative analysis, research, statistics, policy analysis, federal executive and legislative branch oversight, and report writing are valuable qualifying attributes.

We are seeking motivated Program Analysts looking for a rewarding opportunity to assess and improve the critical operations of the DOJ through leveraging their strong analytical, writing, and research skills. Ideal candidates are experienced in a broad range of disciplines, including criminal justice, statistics, public policy, program evaluation, political science, and social sciences. They have a strong public service motivation, embody the DOJ Office of the Inspector General values of integrity and independence, and enjoy working in an innovative, collaborative environment.

The Evaluation & Inspections Division Program Analysts perform quantitative and qualitative analysis, data collection, research, and policy analysis. Program Analysts conduct interviews of DOJ employees and senior managers. They also communicate complex and sometimes controversial issues both in in writing and verbally to management. Program Analysts create recommendations to facilitate process changes and analyze management responses to recommendations to monitor their implementation. Entry-level Program Analyst positions start at GS-7 and have promotion potential to GS-13.

The Evaluation & Inspections Division conducts robust, independent evaluations and fast-paced, onsite inspections to assess the management and effectiveness of Department of Justice operations and programs and to make recommendations for improvement. The Evaluation & Inspections Division provides vital transparency into DOJ operations, such as current federal prison conditions or DOJ law enforcement activities. Our Program Analysts are oversight professionals who combine extensive field work–including interviews, observations, data collection, and surveys–with data and policy analyses to document and dissect problems and find solutions.
